It was built in 1900, commissioned by wealthy merchant Ybyrai Manapov. His son Smagul Manapov printed leaflets "Iskra-Ұshykyn" in the basement of his house in 1917 together with revolutionary Bolsheviks. Today, this historic building houses the SCVP (State Center for the Payment of Pensions).
